L.a. region k-16 collaborative: south bay/south l.a. subregion

The LA Region K-16 Collaborative – South Bay/LA Subregion is a dynamic initiative focused on strengthening educational and career pathways for students, bridging the gap between education systems and workforce demands. This collaborative effort brings together regional stakeholders, including educational institutions, workforce organizations, industry partners, and community-based organizations, to create a cohesive approach to workforce development and economic growth.

- Increase Equity and Access: Support underserved and underrepresented student populations, ensuring equitable access to educational and career opportunities.
- Foster Regional Collaboration: Unite K-12 schools, community colleges, universities, and workforce partners to streamline transitions and reduce barriers for students.
- Drive Economic Growth: Align educational programs with regional labor market demands, preparing students for high-quality, high-growth careers.

With over 800 members and hosted by the South Bay Workforce Investment Board, the Southern California Apprenticeship Network (SCAN) is designed to address the region’s workforce needs by expanding access to apprenticeships, fostering collaborations among employers, educators, and community partners, and aligning apprenticeship programs with industry requirements.
SCAN’s purpose is to build a sustainable apprenticeship ecosystem across Southern California by supporting a broad array of industries, promoting diversity and inclusion in apprenticeship pathways, and providing a structured approach to workforce development.

DEPARTMENT OF LABOR APPRENTICESHIP BUILDING AMERICA (DOL ABA)
The DOL ABA Grant Program, is a funding initiative by the U.S. Department of Labor (DOL) to expand and modernize apprenticeship programs. Its primary aim is to strengthen the Registered Apprenticeship Program (RAP) system and ensure alignment with the evolving needs of the U.S. labor market. Here are the key elements of the ABA grant:
PURPOSE
- Expand Registered Apprenticeships: Increase the number of apprenticeships across industries, especially in high-growth and emerging sectors such as advanced manufacturing, information technology, healthcare, clean energy, and transportation.
- Promote Equity and Inclusion: Enhance access to apprenticeship opportunities for underrepresented populations, including women, people of color, veterans, individuals with disabilities, and individuals from underserved communities.
- Strengthen Partnerships: Foster collaboration among employers, workforce development boards, educational institutions, labor organizations, and other key stakeholders.
- Modernize the System: Support innovative models and programs, including pre-apprenticeships and youth apprenticeships, to create more flexible and accessible pathways into RAPs.

LOS ANGELES BASIN REGIONAL PLANNING UNIT (LABRPU)
The Los Angeles Basin Regional Planning Unit (LABRPU) is a collaborative workforce development entity that encompasses seven local Workforce Development Boards (WDBs) serving the Los Angeles Basin. It is one of 15 Regional Planning Units (RPUs) established in California to coordinate workforce development activities and align services regionally under the Workforce Innovation and Opportunity Act (WIOA). The LABRPU operates as a hub for regional planning, strategy, and implementation to address shared workforce challenges and opportunities across the Los Angeles region.
